You can turn nearly any sequence of adjustments into an Action. For commands that can't be placed directly into the Action—such as painting via the Brush tool, simply insert a Stop in your Action to halt things during playback. To insert a Stop, click on the triangle in the upper right corner of the Actions Palette during a recording session—bringing up the Actions Palette Menu. Select "Insert Stop." Where you inserted the Stop is where the action will halt during playback.
